ORDER
WHEREAS:
A. On January 5, 2026, FortisBC Energy Inc. (FEI) applied to the British Columbia Utilities Commission (BCUC), pursuant to sections 59 to 61 of the Utilities Commission Act, for approval of the rates established in the fuelling services agreement between FEI and Nortrans Freight Management Ltd. (Nortrans) (Nortrans-Kamloops Agreement) for compressed natural gas (CNG) fuelling service at the station located at FEI’s operations centre in Kamloops, BC (Kamloops Fuelling Station), on a permanent basis, effective January 6, 2026 (Application);
B. FEI’s Kamloops Fuelling Station was constructed in 2017 to fuel FEI’s own CNG fleet vehicles. The BCUC subsequently approved fuelling rates for customers to receive CNG fuelling services from the Kamloops Fuelling Station;
C. On December 24, 2025, FEI and Nortrans entered into the Nortrans-Kamloops Agreement, which establishes the terms, conditions and rates for Nortrans to receive CNG fuelling services from the Kamloops Fuelling Station, commencing January 2, 2026. The rates established in the Nortrans-Kamloops Agreement are consistent with those which apply to all customers receiving services at the Kamloops Fuelling Station;
D. In the Application, FEI explains that due to the timing of receiving the executed agreement and the filing of the Application, it requests approval of the Nortrans-Kamloops Agreement effective January 6, 2026; and
E. The BCUC has reviewed the Application and considers the following determinations are warranted.
NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act, the BCUC orders as follows:
1. The rates established for Nortrans in the Nortrans-Kamloops Agreement are approved on a permanent basis, effective January 6, 2026.
2. FEI is to file the Nortrans-Kamloops Agreement in tariff supplement form for endorsement by the BCUC within 15 days of the date of this order.
