2026 to 2027 Rates for Cooling at South Downtown

ORDER

WHEREAS:

A.      On August 8, 2025, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed an application for approval with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 60 and 90 of the Utilities Commission Act, seeking, among other things, approval of rates, effective January 1, 2026, for the provision of cooling service to customers connected to its South Downtown district cooling system (SODO DCS) (Application);

B.      By Order G-283-25, the BCUC approved Creative Energy to implement a capacity charge of $12.25 per kilowatt per month for the SODO DCS, on an interim and refundable/recoverable basis, effective January 1, 2026;

C.      By Orders G-212-25, G-246-25 and G-264-25, the BCUC established and amended the regulatory timetable for review of the Application which included, among other things, intervener registration, one round of BCUC and intervener information requests (IRs), one round of Panel IRs and final and reply arguments; and

D.      The BCUC has reviewed the evidentiary record and determines that reopening the evidentiary record of this proceeding is warranted to accommodate the issuance of Panel IR No. 2 and to provide Creative Energy and registered interveners the opportunity to file supplementary final and reply arguments.

NOW THEREFORE the BCUC orders as follows:

1.       The regulatory timetable is amended as set out in Appendix A to this order.

2.       The scope of the Creative Energy supplemental final argument due by Wednesday, January 28, 2026 and the intervener supplemental final argument due by Wednesday, February 4, 2026 is limited to the evidence in Creative Energy’s responses to Panel IR No. 2.
