ORDER
WHEREAS:
A. On December 19, 2025, British Columbia Hydro and Power Authority (BC Hydro) filed with the British Columbia Utilities Commission (BCUC) the Optional Transmission Service Time-Varying Rates Application (Application) seeking approval of four new rate schedules on a four-year pilot basis, effective April 1, 2026, to encourage participating customers to reduce their electricity consumption during BC Hydro’s system peak and critical peak periods and/or shift their electricity consumption outside of those periods;
B. By Order G-1-26 dated January 9, 2026, the BCUC established a regulatory timetable to review the Application, which included, among else, intervener registration, a deadline for the BCUC to issue a decision on intervener registrations and instructions on proceeding scope (if any), and a deadline for Intervener Information Request (IR) No. 1;
C. By January 29, 2026, the following parties filed requests to intervene:
• Association of Major Power Customers (AMPC);
• BC Sustainable Energy Association (BCSEA);
• Commercial Energy Consumers Association of BC (the CEC);
• Movement of United Professionals (MoveUP);
• Residential Consumer Intervener Association (RCIA); and
• Woodfibre LNG Limited Partnership; and
D. The BCUC has reviewed the requests to intervene and finds the following determinations are warranted.
NOW THEREFORE the BCUC orders as follows:
1. The following parties are accepted as interveners: AMPC, BCSEA, the CEC, MoveUP, RCIA and Woodfibre LNG Limited Partnership.
2. Interveners are limited to a maximum of 20 questions each, inclusive of sub-questions, for Intervener IR No. 1 to BC Hydro.
