ORDER

WHEREAS:

 

A.      On January 14, 2026, British Columbia Hydro and Power Authority (BC Hydro) filed an application (Application) with the British Columbia Utilities Commission (BCUC) seeking approval to rescind Tariff Supplement No. 100 (TS 100) between BC Hydro and Canadian Forest Products Ltd. (Canfor) and to amend Tariff Supplement No. 102 (TS 102) between BC Hydro and Richmond Plywood Corporation Limited (Richmond Plywood);

B.      By Order G-70-21 dated March 10, 2021, the BCUC approved TS 100 with Canfor at the equivalent of Transmission Service Stepped Rate Schedule (RS) 1823 plus a monthly rate rider for a period of 10 years;

C.      By Order G-125-22 dated May 9, 2022, the BCUC approved TS 102 with Richmond Plywood at the equivalent of RS 1823 plus a monthly rate rider for a period of 10 years;

D.      In the Application, BC Hydro states that it discovered an error in the rate rider calculations used in TS 100 and TS 102, which resulted in a higher monthly rate rider that exceeds the amount necessary to recover BC Hydro’s incremental cost of service for the shared facilities serving these customers. BC Hydro states that if its Application is approved, it intends to refund the over-billed amounts to Canfor and Richmond Plywood pursuant to section 5.7 of the BC Hydro Electric Tariff;

E.       BC Hydro requests that the un-redacted version of the Application be kept confidential as it contains commercially sensitive and contractor-specific information; and

F.       The BCUC has reviewed the Application and considers the following determinations to be warranted.


 

NOW THEREFORE the BCUC orders as follows:

 

1.       A regulatory timetable for the review of the Application is established as set out in Appendix A to this order.

2.       On or before Friday, February 13, 2026, BC Hydro is directed to:

a.       Post a copy of the Application and this order on its website; and

b.       Provide a copy of the Application and this order to Canfor and Richmond Plywood, electronically if possible.

3.       BC Hydro is directed to provide written confirmation of compliance with the public notice requirements set out in Directive 2 on or before Thursday, February 19, 2026.
