ORDER

WHEREAS:

 

A.      On September 9, 2025, the Greater Vancouver Sewerage and Drainage District (GVS&DD) filed an application with the British Columbia Utilities Commission (BCUC) pursuant to section 88(3) of the Utilities Commission Act (UCA) seeking approval for exemption from Part 3 of the UCA except for sections 22, 42, and 43, in respect of its planned project to recover waste heat from its domestic solid waste disposal facility in Burnaby, BC and deliver thermal energy to the City of Burnaby, for use in the city’s planned district energy utility systems primarily in the Edmonds and Metrotown neighborhoods (Application);

B.      By Order G-243-25 dated October 9, 2025, the BCUC established a regulatory timetable for review of the Application, which included, among other things, a letter of comment period ending on November 20, 2025 and an opportunity for GVS&DD to file responses to letters of comment and final argument by December 4, 2025;

C.   On November 11, 2025, Zero Waste BC filed a letter of comment in the proceeding. This letter of comment was inadvertently not posted to the BCUC’s public proceeding webpage; and

D.      The BCUC determines that further process to provide GVS&DD an opportunity to respond to Zero Waste BC’s letter of comment and to submit any further argument relating to this letter of comment is warranted.

 

NOW THEREFORE the BCUC establishes a further regulatory timetable, as set out in Appendix A to this order.
