Tariff Supplement No. 113 Transition Tariff Agreement

with West Fraser Mills

ORDER

WHEREAS:

 

A.      On December 4, 2025, pursuant to sections 58 to 61 of the Utilities Commission Act, British Columbia Hydro and Power Authority (BC Hydro) filed an application (Application) with the British Columbia Utilities Commission (BCUC) seeking approval of Tariff Supplement No. 113 between BC Hydro and West Fraser Mills Ltd. (West Fraser Mills) for service to West Fraser Mills’ facilities located in Williams Lake, BC;

B.      By Order G-105-05 dated October 28, 2005, the BCUC approved BC Hydro’s Special Electric Service Agreement – Tariff Supplement No. 70 (Bypass Rate Agreement) with West Fraser Mills at the equivalent of Transmission Service Rate Schedule 1823 plus a monthly rider for a period of 20 years, effective July 1, 2005;

C.      By Order G-156-25 dated June 25, 2025, the BCUC approved a 6-month extension of the Bypass Rate Agreement, commencing July 1, 2025 and ending December 31, 2025;

D.      By Order G-310-25 dated December 18, 2025, the BCUC approved an extension of the Bypass Rate Agreement from December 31, 2025 to the date on which the BCUC issued a final determination on the Application. By the same order, the BCUC also established a regulatory timetable for the review of the Application, which included one round of BCUC information requests (IRs) and a letter of comment period. No letters of comment were received;

E.       By Order G-22-26 dated February 11, 2026, the BCUC amended the regulatory timetable to provide for the issuance of Panel IRs. BC Hydro filed its responses to these IRs on February 18, 2026, along with revised redacted and unredacted versions of the Application;

F.       BC Hydro requests that the BCUC hold the unredacted versions of the Application and BC Hydro’s confidential response to BCUC IR No. 1 confidential, pursuant to section 42 of the Administrative Tribunals Act and Part 4 of the BCUC’s Rules of Practice and Procedure, for safety and security reasons, to preserve customer confidentiality, and to protect commercially sensitive information; and

G.      The BCUC has reviewed the evidence and submissions in the proceeding and considers that the following determinations are warranted.

 

NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act, the BCUC orders as follows:

 

1.       Tariff Supplement No. 113 is approved as filed effective the date of this order.

2.       The BCUC will hold the unredacted versions of the Application and BC Hydro’s confidential BCUC IR No. 1 responses confidential unless the BCUC determines otherwise.

3.       BC Hydro is directed to file a fully executed version of Tariff Supplement No. 113 with the BCUC for endorsement within 30 days of issuance of this order.
