ORDER

WHEREAS:

 

A.      On February 12, 2026, British Columbia Hydro and Power Authority (BC Hydro) filed an application (Application) with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 61 of the Utilities Commission Act (UCA), seeking approval of Electric Tariff Supplement No. 111 – Interim Transmission Service Agreement for Woodfibre LNG (TS 111) for provision of electricity service on a curtailable basis for Woodfibre LNG Limited Partnership (WLNG), who is in the process of developing a fully electric liquified natural gas export terminal facility at the former Woodfibre Pulp Mill site located 7 km southwest of Squamish;

B.      WLNG currently has an Electricity Supply Agreement under Electric Tariff Supplement No. 5 with BC Hydro for construction power, and has submitted a separate interconnection request to power the new facility once operational in October 2026; however, additional system infrastructure is required before firm service can be provided for the operation of the new facility;

C.      BC Hydro, with support from WLNG, is proposing the provision of electricity service on a curtailable basis for WLNG’s facility. TS 111 is required to maintain compliance with Mandatory Reliability Standard TPL-001-4, which does not permit Non-Consequential Load Loss or the interruption of Firm Transmission Service under certain system contingencies. TS 111 provides BC Hydro with the right to shed some or all of WLNG’s load via Remedial Action Schemes if certain Specified Contingency Events occur;

D.      BC Hydro has requested that the unredacted version of the Application be kept confidential, in accordance with Part IV of the BCUC’s Rules of Practice and Procedure, as it contains specific information relating to the electricity use of WLNG and other commercially sensitive information; and

E.       The BCUC has reviewed the Application and considers that the following determinations are warranted.

 

NOW THEREFORE pursuant to sections 59 to 61 of the UCA, the BCUC orders as follows:

 

1.       TS 111 is approved effective as of the date of this order.

2.       BC Hydro is directed to file a fully executed TS 111 with the BCUC for endorsement within 30 days.

3.       BC Hydro is directed to file revised tariff pages with the BCUC within 30 days of providing notice to WLNG that the Specified Contingency Events listed in Appendix 1 of TS 111 have been updated, including any corresponding revisions to Appendix 1.

4.       The unredacted version of the Application will be held confidential unless the BCUC determines otherwise.
