ORDER
WHEREAS:
A. On March 3, 2026, Cambie Gardens Energy Limited Partnership (CGE) filed an application with the British Columbia Utilities Commission (BCUC) for a Certificate of Public Convenience and Necessity (CPCN) to construct and operate the Cambie Gardens Thermal Energy System (TES) Expansion Project (Project), pursuant to sections 45 and 46 of the Utilities Commission Act (Application);
B. CGE currently provides thermal energy services to three customers located in two buildings within the Cambie Gardens community. The Project proposes to expand its existing TES by constructing heat generating equipment, distribution piping and associated equipment to provide heating and cooling services to three additional customers within one new building;
C. CGE filed the Application in accordance with the framework for Affiliated Fixed-Scale TES set out by the BCUC’s TES Guidelines approved by Order G-48-25 (TES Guidelines); and
D. The BCUC has commenced review of the Application and finds that establishing a regulatory timetable is warranted.
NOW THEREFORE the BCUC orders as follows:
1. A public hearing is established for the review of the Application, as set out in the regulatory timetable attached as Appendix A to this order.
2. On or before Thursday, March 19, 2026, CGE is directed to:
a. Provide a copy of the Application and this order, electronically where possible, to all existing and new customers identified on page 5 of the Application;
b. Request that each of its existing customers post a copy of this order in a visible common area of its premises, and request each existing customer to provide confirmation of this posting to CGE.
3. CGE is directed to provide to the BCUC written confirmation of compliance with Directive 2 of this order, including a list of all parties directly notified, by Tuesday, March 31, 2026.
4. CGE is directed to provide the supplemental information listed in Appendix B to this order by Wednesday, March 25, 2026.
5. Persons who wish to file a letter of comment in this proceeding may do so by completing a Letter of Comment Form, available on the BCUC’s website at https://www.bcuc.com/Forms/LetterOfComment by Thursday, April 30, 2026.

SUPPLEMENTAL INFORMATION
1. Supporting information, such as financial models, for the indicative fixed rates provided in the Application, including the base case rates provided in Figure 8 on page 14, the 2028 Projected Business As Usual rates provided on page 15, and the standalone TES alternative rate provided on page 16;
2. A description of any applicable future rates(s) or rate adjustment method(s) for each existing and new customer, with supporting information;
3. Clarification as to whether the capital cost estimates provided in Figure 9 of the Application for the proposed TES expansion and the standalone TES alternative are both of equivalent estimating accuracy. If not, please provide a revised table comparing the cost estimate for each alternative at an equivalent estimating accuracy (for example, both AACE Class 4 estimates);
4. An update to Figure 9 of the Application to include the applicable soft costs that would be included in the capital cost of each alternative system;[1]
5. Reconciliation of the capital costs for the proposed TES expansion provided on page 16 in Figure 9 of the Application ($9,711,464) and the capital costs provided on page 4 of the Affiliated Fixed-Scale TES CPCN Application Form in Appendix A to the Application ($11,989,598).
