O R D E R
WHEREAS:
A. On August 29, 2003, the Insurance Corporation of British Columbia (“ICBC”) filed for approval of its 2004
Revenue Requirements Application (“the Application”) and to increase premiums for Universal Compulsory
Automobile Insurance (“UCAI”) by 1.3%, applicable to all contracts taking effect on or after January 1,
2004, pursuant to Section 44 of the Insurance Corporation Act, and Sections 58 and 61(2) of the Utilities
Commission Act; and
B.
The Application proposes to increase premiums for UCAI as a result of increases in ICBC’s 2004 test-year
cost of service for UCAI; and
C.
ICBC suggests that the Application be reviewed through a written public hearing process that also includes a
public workshop in September 2003 with intervenors and the staff of the British Columbia Utilities
Commission (“BCUC, Commission”).
NOW THEREFORE the Commission orders as follows:

The Application will be examined in a written public hearing process as set forth in the Regulatory Agenda
and Timetable, attached as Appendix A. The Commission will hold a public workshop on Thursday,
September 11, 2003 in the Crowne Plaza Georgia Hotel, 2

Floor, 801 West Georgia Street, Vancouver,
B.C., V6C 1P7 to review issues in the Application prior to the deadline for information requests.

ICBC will publish, by September 2, 2003 or as soon as possible thereafter, in display-ad format, the Notice
of Written Public Hearing Process and Notice of Public Workshop, attached as Appendix B, in such
appropriate local news publications as may properly provide adequate notice to the public in its service areas.

The Application and supporting material will be made available for inspection at major ICBC locations
including, Campbell River, Cranbrook, Fort St. John, Kelowna, Nanaimo, Nelson, Prince George, Terrace,
Victoria, Burnaby, Surrey, the Head Office of ICBC at 151 West Esplanade, North Vancouver, B.C., on
ICBC’s website, and at the Commission Offices, Sixth Floor, 900 Howe Street, Vancouver B.C. V6Z 2N3.

Intervenors and Interested Parties should register with the Commission, in writing, by Wednesday,
September 10, 2003.
5.
Intervenors intending to apply for participant assistance must submit a budget estimate by Monday,
September 22, 2003 consistent with the Commission’s Participant Assistance/Cost Award Guidelines and
Order No. G-23-01. Copies are available upon request or can be downloaded from the Commission’s web
site at http://www.bcuc.com/bcuc/paca.html.

THE APPLICATION
The Insurance Corporation of British Columbia (“ICBC”) has applied to the British Columbia Utilities
Commission (“the Commission”) for approval to increase customers’ premiums for Universal Compulsory
Automobile Insurance by 1.3%, applicable to all contracts taking effect on or after January 1, 2004.
THE REGULATORY PROCESS
The Commission wishes to ensure that all affected parties have an opportunity to understand the reasons for the
Application. The Commission will review the Application using the Written Public Hearing process according to
the following Regulatory Agenda and Timetable:
• The Commission will convene a Public Workshop at 9:00 a.m., Thursday, September 11, 2003 at the

• Intervenors will submit written Information Requests (“IRs”) by Friday, September 19, 2003
• ICBC will provide written responses to the IRs by Friday, September 26, 2003

• ICBC will make a final written submission by Friday, October 10, 2003.
• Intervenors will make final written submissions by Friday, October 17, 2003
• ICBC will submit a written reply argument by Friday, October 24, 2003. The Commission will make
its Decision after this date.

REGISTERING TO PARTICIPATE
Persons who expect to attend the public workshop and actively participate in the written public hearing process
should register as Intervenors with the Commission. Intervenors will receive copies of the Application, all
correspondence and filed documents.
Persons not expecting to actively participate should register as Interested Parties and will receive a copy of the
Application’s Executive Summary, all Orders issued, and the Commission’s Decision.
Intervenors and Interested Parties should inform the Commission Secretary, in writing, by Wednesday, September
10, 2003 of their intentions. Notification by courier delivery, fax or e-mail is acceptable.
