Proposed Preliminary Regulatory Timeline for
ICBC’s 2014 Revenue Requirements Application

 

Special Direction IC2 to the British Columbia Utilities Commission (Commission), BC Regulation 307/2004 as amended (Special Direction IC2), requires the Insurance Corporation of British Columbia (ICBC) to file a revenue requirements application annually by August 31 for Basic Insurance rates effective November 1 of that year.  ICBC will be filing its 2014 Revenue Requirements Application (2014 RRA) on Friday, August 29, 2014.

 

ICBC’s Proposal

 

On July 10, 2014, ICBC filed a letter requesting that the Commission consider ICBC’s proposed preliminary timetable of initial procedural steps that may assist in an efficient proceeding.  ICBC requests that the initial procedural steps be determined before the 2014 RRA filing to reduce the time between filing and the next steps in the process.

 

In Table 1 of its letter, ICBC proposes an initial process including an informal presentation, identification of matters of interest, and a review working session.

 

In Table 2 of its letter, ICBC contemplates the remaining process.  However, ICBC is not requesting the Commission address the remainder of the process at this time.

 

Commission Review Process

 

The Commission invites comments from stakeholders on ICBC’s July 10, 2014 proposal.  Stakeholder submissions should include comments on whether or not they object to ICBC’s proposal, including the proposed timing, as set out in Table 1.

 

While the Commission notes that ICBC is not requesting that the Commission address the remainder of the process at this time, stakeholders may submit preliminary comments, if any, on the remaining process.  The Commission will also seek stakeholder submissions on further process at a later time to establish the remaining regulatory timetable.

 

Stakeholder submissions, if any, should be received by the Commission Secretary, in writing or electronic submission, by Thursday, July 24, 2014 at the address below.  ICBC is invited to respond to any stakeholder submissions by Thursday, July 31, 2014.
