Application for Approval of Debt Management Regulatory Account

O  R  D  E  R

WHEREAS:

 

A.      On December 16, 2015, British Columbia Hydro and Power Authority (BC Hydro) submitted an application to the British Columbia Utilities Commission (Commission) pursuant to the Utilities Commission Act (UCA) and section 7(j) of Direction No. 7, for approval of a Debt Management Regulatory Account (DMRA) to capture mark-to-market gains and losses of financial contracts that hedge future long-term debt (Application);

B.      In its Application, BC Hydro also requests endorsement of its debt management strategy for future debt as described in the Application;

C.      BC Hydro proposes the Application be reviewed through a written hearing process, with one round of information requests; and

D.      The Commission has commenced review of the Application and finds that establishment of a Regulatory Timetable, including a workshop, is warranted.

 

NOW THEREFORE the British Columbia Utilities Commission orders as follows:

 

1.       The Regulatory Timetable for the review of the Application is established, as set out in Appendix A to this order.

2.       A Workshop will be held on Friday, January 22, 2016, commencing at 1:30 p.m. in the Commission’s Hearing Room on the 12th Floor at 1125 Howe Street, Vancouver, BC, V6Z 2K8.

3.       Interveners who wish to participate in the regulatory proceeding are to register with the Commission


 

through the Commission’s website at www.bcuc.com or in writing by the date established in the Regulatory Timetable attached as Appendix A to this order. Those requesting intervener status are to specifically state the nature of their interest in the Application and identify generally the issues that they intend to pursue and the extent of their anticipated involvement in the proceeding.

4.       The Application and supporting material will be made available for inspection at the following locations: the head office of British Columbia Hydro and Power Authority at 333 Dunsmuir Street, Vancouver, BC V6B 5R3; and the British Columbia Utilities Commission office at Sixth Floor, 900 Howe Street, Vancouver, BC
V6Z 2N3.

5.       Interveners are to provide written submissions on their views of the appropriateness of the proposed Streamlined Review Process and their availability to attend as per the Regulatory Timetable attached as Appendix A to this order.
