Section 71 Filing of Natural Gas Supply Contracts
for the Commodity and Midstream Portfolios

ORDER
WHEREAS:
A. On October 27, 2017, pursuant to section 71 of the Utilities Commission Act (UCA), FortisBC Energy Inc. (FEI) filed with the British Columbia Utilities Commission( Commission) , for acceptance, natural gas supply contracts for the commodity and midstream portfolios that have been transacted for the period 2017/18 including applicable transactions that were completed outside the 2017/18 gas contracting year (for a period not exceeding three years) (Filing);
B. By Order G-130-06 dated October 27, 2006, the Commission approved the Rules for Natural Gas Energy Supply Contracts (Rules). The Rules, set out in Appendix A to Commission Order G-130-06, are intended to facilitate the Commission’s review of natural gas energy supply contracts pursuant to section 71 of the UCA;
C. FEI, in its Filing, requests acceptance of the following:
I. the Commodity term supply allocation between monthly and daily priced contracts as well as the monthly and daily market premiums for Commodity baseload and seasonal transactions not yet accepted by the Commission;
II. the Midstream supply allocation between monthly and daily priced contracts as well as the monthly and daily market premiums for Midstream seasonal transactions, and newly executed and approved storage and transportation contracts were also referenced for informational purposes;
III. the Commodity and Midstream transactions that were completed outside the 2017/18 gas contracting year (for a period not exceeding three years);
D. By letter L-15-17 dated June 28, 2017, the Commission accepted FEI’s 2017/2018 Annual Contracting Plan (2017/18 ACP);
E. FEI requests that the Filing and associated documents remain confidential due to their commercially sensitive nature; and
F. The Commission reviewed the Filing and is satisfied that the contracts are consistent with the 2017/18 ACP, the market factors are appropriate considering market prices at the time they were negotiated and the contracts are in the public interest.
NOW THEREFORE pursuant to section 71 of the Utilities Commission Act and the Commission’s Rules for Natural Gas Energy Supply Contracts, the Commission accepts for filing the natural gas contracts shown in Appendix A to this order. The Commission will hold the details of the Filing and associated documents confidential as requested by FEI as they contain commercially sensitive information.
