Kyuquot Power Ltd.

Revenue Requirements Application

 

BEFORE:

K. A. Keilty, Panel Chair

 

on January 5, 2021

 

ORDER

WHEREAS:

 

A.      On November 30, 2020, Kyuquot Power Ltd. (KPL) filed an application with the British Columbia Utilities Commission (BCUC) for approval of amendments to its revenue requirements along with certain rate matters (Application);

B.      In the Application, KPL requests approval for the following:

1.       Confirmation of utility financials including rate base, depreciation rates, debt rate, return on equity and related items;

2.       The establishment of a new asset category named Deferred Depreciation Asset;

3.       The setting of an annual amortization of the Deferred Depreciation Asset in a fixed dollar amount;

4.       The establishment of a new asset category named Long Term Maintenance Asset (LTM);

5.       The setting of an annual depreciation rate on the LTM Asset of 25 percent straight-line;

6.       An increase of $1.00 per month to the Basic Charge under rate schedules 1101 and 1102; and

7.       An increase of $0.0272 per kWh to the Energy Charge under rate schedule 1102;

C.      The BCUC has commenced review of the Application and considers that establishing a regulatory timetable is warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       The regulatory timetable for the review of the Application is established, as set out in Appendix A to this order.

2.       KPL is directed to provide notice of the Application attached as Appendix B to this order, and this order, to all customers directly, either electronically or by mail, by Friday, January 29, 2021.

3.       Any party wishing to provide comments on the Application is invited to submit a letter of comment by Thursday, March 25, 2021. Letters of comment must be in the Letter of Comment Form available on the BCUC’s website at https://www.bcuc.com/forms/letter-of-comment.aspx, and submitted by email to commission.secretary@bcuc.com or by mail, to the BCUC, Suite 410, 900 Howe Street, Vancouver, BC,
V6Z 2N3
