Participant Assistance/Cost Award Application

ORDER

WHEREAS:

 

A.      On December 14, 2020, Hemlock Utility Services Ltd. (Hemlock) filed with the British Columbia Utilities Commission (BCUC) an application to revise Section 19 (Liability of the Company re: Service) of its Electric Tariff Terms and Conditions. Hemlock proposed to include further liability provisions with respect to its supply of electricity to customers (Application);

B.      By Order G-153-21 dated May 21, 2021, the BCUC approved, among other things, Hemlock’s Application to include further liability provisions with respect to its supply of electricity to its customers;

C.      By Order G-201-21 dated June 30, 2021, the BCUC ordered a hearing to review the safety and reliability of Hemlock’s electrical distribution system and system assets and customer service-related issues and established a regulatory timetable for the investigation (Proceeding);

D.      On August 4, 2021, the Residential Consumer Intervener Association (RCIA) registered as the sole intervener in the Proceeding;

E.       By Order G-195-22 and accompanying reasons for decision dated July 18, 2022, the BCUC ordered that Hemlock perform a series of safety and reliability related actions to address the concerns identified in the Proceeding;

F.       The following participant filed a Participant Assistance/Cost Award (PACA) application with the BCUC with respect to its participation in the proceeding:

G.      The BCUC has reviewed the PACA application in accordance with the criteria and rates set out in the PACA Guidelines, attached to Order G-97-17, and concludes that the cost award should be approved.

 

NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the BCUC orders as follows:

 

1.       Funding is awarded to the following intervener in the listed amount for its participation in the proceeding:

2.       The BCUC will reimburse the above-noted participant for the awarded amount in a timely manner.
