Application Pursuant to Directive 4 of Order G-91-23

ORDER
WHEREAS:
A. On March 19, 2024, the British Columbia Hydro and Power Authority (BC Hydro) filed a letter with the British Columbia Utilities Commission (BCUC) requesting an extension to August 31, 2024 to file its cost of capital application pursuant to Directive 4 of the BCUC’s decision regarding BC Hydro’s Fiscal 2023 to Fiscal 2025 Revenue Requirements Application (Decision) and Order G-91-23 (Extension Request);
B. Directive 4 of Decision and Order G-91-23 directed BC Hydro to file a cost of capital application, effective
April 1, 2025, by no later than April 1, 2024;
C. In the Extension Request, BC Hydro explains that the extension will allow it time to explore alternative approaches to establishing its cost of capital within the context of the government’s policy priorities, specifically maintaining affordable and stable rates while advancing the energy transition in British Columbia; and
D. The BCUC has reviewed the Extension Request and finds that the proposed extension is warranted.
NOW THEREFORE pursuant to section 99 of the Utilities Commission Act, the BCUC orders that the date for BC Hydro to file its cost of capital application pursuant to Directive 4 of Decision and Order G-91-23 is extended from
April 1, 2024 to August 31, 2024.
